Question: Gta 4 help! on ps3 how do you activate the cheats. i pressed up twice but nothing happens. it just says...?

Are you trying to do the cheats in multiplayer if so you can't.

You need to play through and get the phone first from your cousin. and then you have to keep playing to get the ability to call numbers. and its up on the dpad just incase you didnt know.
